The State and the Union – 114 years of the Public Service Association

The 2026 Labour History Project biennial Rona Bailey lecture was presented by

  • Mark Derby, author of biography of Dan Long, former PSA general secretary
  • Mary Ellen O’Connor, author of PSA oral history (2012)
  • Fleur Fitzsimons, current PSA national secretary

The history of the Public Service Association (PSA) closely reflects both the changes that have occurred within the public service and the broader history of New Zealand. Rona Bailey herself made a very significant contribution to this PSA history. Our three speakers situate the PSA history within this wider context. They divide the chronology to illuminate different eras and bring us to an understanding of the PSA today.
